Adds a few NPCs to give lore about client houses.
The Morrowind concept art features an outfit for a Standard Client House Set
There's a proposal in TR for client houses, and I liked the idea so much that I wanted to add a few NPCs to Vvardenfell to give some of that lore to the player. They aren't joinable, just there for a little world-building.
