Blue Devil of Balmora is an NPC merchant plugin starring Deril WhiteOak a Bosmer mage with a Napoleonic ego. He has unique dialogue and sells scrolls of Icarian Flight, the product of another Bosmer who is a reference to the North Carolina College Basket Ball team. He also carries a unique constant effect ring of debatable utility.
