Doubled Duration effect on all the above mentioned. Also changes on powercharm / armorcharm, Temporal Mantle / Vitality Mantle

Added 2 minor changes of my own
Durations of Mantles/Items/Hunting Horn Buffs have been doubled
While I was at it I added the damage/armor of the powertalon/armortalon to the powercharm/armorcharm
Also buffed the Temporal mantle (hit duration reduction 20 → 15) & Vitality mantle (health 100 → 150),
I just thought that in MR especially (HR also in the case of Vitality) these 2 mantles are underperforming
and become obsolete.
