Netherite Block Smithing

# Description Makes netherite blocks crafted by upgrading diamond blocks, like other items. Since just this would lead to duplication (upgrade template + 9 diamonds + 1 netherite ingot -> 9 netherite ingots), it also removes the ingots-from-blocks recipe that used to exist.
