📋 About This Mod
LE2 and LE3 have shared power cooldowns. Once you use most powers, you cannot use any others until the cooldown expires. This mod makes all power cooldowns independent, similar to LE1.
This change will apply to all powers, for all characters, including the player, squadmates, and enemies. It will make everyone more powerful, but overall shifts the balance in favor of the player. This will also lead to unintended behaviors such as NPCs spamming powers repeatedly. It will break the game balance, but it is very fun.
Installation instructions:
make a backup of your game (optional, but HIGHLY recommended)
Import the mod into ME3Tweaks Mod Manager by downloading it directly into the mod manager or drag-and-dropping the 7z file onto the mod manager.
Click Apply Mod.
It cannot be installed manually outside the mod manager. It does not add new files, it directly edits one of the game's files.
Uninstall instructions:
restore sfxGame.pcc from your backup.

There are no known incompatible mods.
Known issues:
Some NPCs may spam their powers with this installed. One of the worst offenders is Ashley in LE3 spamming MarksMan and doing basically nothing else. I will look into addressing this.
The game was balanced for shared cooldowns. This mod will break the intended balance of the game, making it arguably more interesting, but definitely easier. I recommend playing at least one difficulty level higher than you otherwise would with this mod on.
