Locate your game installation directory and navigate to the Paks folder.

Inside the Paks folder, create a new folder called "~mods"
Inside the newly created folder "~mods", place the installed mod "ChibakuTenseiMagneto_P.pak" or "PlanetaryDevastationMagn_P.pak"
In the end, the directory should look like this:
\SteamLibrary\steamapps\common\MarvelRivals\MarvelGame\Marvel\Content\Paks\~mods\ChibakuTenseiMagneto_P.pak
or \~mods\PlanetaryDevastationMagn_P.pak
