Incap Firing Speed Fix

They changed the model from the iconic M1911 to a small, chunky P220. They added melee weapons, which are better than the pistol in most situations. They added the Magnum, which is better than the pistol in all situations. But the biggest nerf was possibly unintentional. When you're incapacitated, your firing speed isn't based on the usual firing speed of your gun, but rather a CVar with a set value. This is fine in the case of the Magnum, since the CVar happens to exactly match its normal firing speed. However, for the pistols it's a huge nerf. They normally fire every 0. 0875 seconds, but they are instead forced to fire every 0. 3 seconds. That's 3 and a half times slower, making the pistols pretty much useless when you're incapacitated. This script fixes Valves incompetence and hatred for the pistols. The CVar will now be adjusted to match the default firing speed of your gun every time you shoot, making the pistols and Magnum fire at their respective normal speeds. I'm not sure how it'll behave if multiple players are incapacitated and firing different weapons at the same time. It'll probably be fine.
