Makes on-hit properties more useful
DCs for on-hit effects are increased by 10. Chances for on-hit effect to be triggered at all are increased from 25 and 50 to 75 and 90 respectively
This makes shock sticks and other unique weapons relying on on-hit effects actually useful. Dueling feat on Mission's character sheet makes sense now
