I've just started on PC and have tested with a character that has just reached Hogsmeade. It shouldn't impact Sebastian's quests in future - confirmed by shrimpgang in the comments.
As usual, place the .pak file into your steamapps\common\Hogwarts Legacy\Phoenix\Content\Paks\~mods folder. This mod will likely be overwritten by any other mods that you may have the involves unlocking other spells, modifying cooldowns, and possibly even other mods that tweak timers (like the one the reduces potion brewing time). Hogwarts Mod Merger can be used to combine this mod with other mods that modify PhoenixShipData.sqlite.
Some quick troubleshooting tips if it doesn't work out of the box:
