How to install manually:
1. Extract the "Room Of Requirement Soft Rain.rar" file with either 'Winrar' or '7-zip' or a windows alternative to somewhere you can easily access. You should see a file called "z_RORSoftRain_P" where you extracted it.
Move the "z_RORSoftRain_P" file into your "C:\Steam\steamapps\common\Hogwarts Legacy\Phoenix\Content\Paks\" or wherever your Hogwart Legacy installation is.
