Stronger 'mech Lights (and spotlights)

Does what it says on the box, ups the brightness of mech headlights from 1,500 and 2,900 to 5,000 and 10,000 respectively for the 'dim' and 'bright' headlights, as well as angling them slightly more upwards to cover more ground.

Also fixes the max range values on some of the headlights being different from the lights on the other side of the mech, standardizing them at 50M for dim, and 100M for bright (actual effective range varies due to light falloff)

Also-Also includes options for a powerful but narrow searchlight mounted on the right arm of each of the mechs, with additional options to enable or disable volumetric lighting if you find the light shaft to obscure your aim too much but still want to illuminate your target with the light of liberty followed by what ministry of defense sponsored military watchdog groups refer to as "Perfectly reasonable amounts of force"

Incompatible with mods that change the mech model, they'd have to apply these changes on their end

(notice to mech modders: you do not need my permission to do this by the way, just go make your mech lights strong so your users can see both your awesome model, and the destruction they are causing with it!)
