Halo 3 The Storm level gate and invisible wall fix now tag test too

This is for Halo 3 mod tools and Halo 3 Sapien. This fixes the gate and scarab fight and Ai spawning after the gate on Campaign level 4:The Storm/ VOI. The gate now opens and isn't bugged and neither is anything else. Have fun. Now also fixes the invisible wall that stops the player by removing it's "soft ceiling" as of update 1. 1. 1. 2 fixes tag test.
