The mod is not mine, I just adapted it for Fusion Overloader.
If you have fusionmod overloader just place the 'update' inside your game folder. The update folder should have the contents of the mod and replace the game files, that's all.
otherwise...
Use OpenIV to edit minigame.img (Grand Theft Auto IV\pc\data\maps\props\lev_des\minigame.img\)
Replace cj_mobile_1.wdr, cj_mobile_3.wdr, cj_mobile_hand_1.wdr, cj_ld_phone_final.wtd
Defragment the vehicles.img (Press the keyboard shortcut Shift+Ctrl+R)
Now you're good to go!
