Go to a Green blip of your choice and press E to buy the Safehouse.

In each safehouse, you have a weapon Chest, a $ Chest

You can change your clothes

You can Save your game.

You can Save your location

For all menus : 

Navigation :  Numpad  8/2  4/6  or  UP / DOWN    LEFT / RIGHT  of the keyboard

Weapon Chest Menu : 5 or Enter to save your Weapon

Clothes Menu : 7 / 1 to change Clothing Category

Close menu :  Backspace or 0 Numpad

You can Add More Safehouses in the Safehouse.ini
