8k rainfall and water drops are overhauled beyond upscaling, i remapped all water to make it feel like rdr2 rainfall
Installation:

Open package installer
Click Rainfall Rehaul.oiv and install to mods folder

Using texture software i was able to replicate the Red Dead Redemption 2 rain to make GTA5 finally look more realistic during thunderstorms and rainstorms.
