Weather and Environmental Fix

As everyone knows, the original weather effects were really bad, and quite a number of players didn't like the color overlay under the "Classic Lighting" filter — so I added separate effects for each type of weather and environment in "GTASA TDE" (effects can be seen in the images).

A brief explanation of the content is as follows:

Clear day — increased fog indicator

Bright sunny day — sunlight is warmer

Cloudy day — reduced sky dispersion intensity and recolored the map

Rainy day — significantly lowered sky and ground brightness, enhanced reflections on buildings and ground

Foggy day — increased fog opacity and adjusted fog color

Sandstorm — recolored the sky and ground

Thunderstorm — on top of a normal rainy day, added green aurora
