Upon someone staring at his face, this enrages him, which makes his bar fill up, once filled up he gains temporary access to run and kill for 60 seconds. If the people who stared at him who didn't die will allow Scp 096 to have the ability to activate rage after the 30 second cooldown is complete. The people who do stare at him will be highlighted until they're dead. During dormant rage, you can only see the people who stared at you.
