True No Traffic (Works Online)

This mod completely removes traffic, this is more of a modder's resource but this is a working in Offline/Solo and online!

I have uploaded an optional file which should theoretically increase traffic and traffic diversity as well!

!!WARNING!! This will remove traffic from street races! (I have not tested convoy racing or online play races)

Just to be clear on how I tested this, I tried it in Offline, Solo, Online, and in Convoy both as Leader and Member and I didnt see a single TRAFFIC car, now in Offline/Solo, the DRIVATARS will still be around, which obviously isn't the point of the mod.

I am also unsure how the game looks from the POV of other players or convoy members, use cautiously.
