Adds a unique 10mm Pistol using the cut 10mm Alloy Steel Pistol.

Unimportant NPC's - Raiders
I was alway sad you couldn't get a unique 10mm Pistol in the base game without exploites or console commands. So I decided to add one to the game using the cut 10mm Alloy Steel Pistol from Operation Anchorage.
What Makes It Unique
The main unique quality to the last laugh is it's ability to ignore normal weapon resistance. It also has 50 more durability (200 max vs 150) and cost 2 less action points in VATS (15 vs 17)
Obtaining The Gun
The weapon is located in Springvale Elementry School by a unique named Raider named Laughing Torold. He can be found upstairs by a terminal.
