NV Condition Buffers

Uses the new ButcherPete settings to add NV's buffers to armor and gun effectiveness.

Also increases the penalty for gun degradation from F3's 1/3rd damage loss to NV's half damage loss. Also also reduces the penalty for armor degradation from F3's 4/5th DR loss to NV's half DR loss
