Melee now viable Ver 2

NOTE This version fixes the original mod\'s flaw of causing the difficulty of levelling to triple. This version has had the IXPBASE and IXPBUMPBASE changed back to normal specs but keeping the extra damage for the Melee weapons. **ORIGINAL MOD INFO ** This small mod alters a few gameplay variables, making all melee weapons do 100-150% damage (based on weapon condition, always at least 100%), making it harder for sleeping people to detect you, and tweaking the critical chances for melee and stealth melee. After loading this mod, you will find that the raider running at you with a baseball bat isn\'t something to be shrugged off. You will also find that you can run into a horde of zombies with Jingwei\'s Shocksword and actually stand a chance of surviving (provided you\'re slashing like mad and have a decent melee skill, hah, ferals become more powerful too). I did this because I noticed that melee weapons were quite weak compared to ranged weapons, and I felt that for realism, this needed tweaking. I was careful to keep it balanced, but if you think it could be improved feel free to comment with ideas/changes.
