Better street litter texture

The only texture that has seemed really out of place (so far) is the street litter: it has that ugly black border that kept catching my eye, and just looked generally low-res. So I finally did something about it! I increased the texture resolution and cleaned up the picture somewhat. Just a small fix, not a full-blown retex - basically what it should have been in vanilla F3 if quality control had been a little tighter. So far I\'ve only found this texture for debris, but if there are others I will fix them too and include them in the next update. Please let me know if you find any!
