Changes some armor stats and effects.
Forwarded the changes done by JSawyer to Fallout 3 armors.
The weight of some armor has been reduced, health is increased for some raider helmets and decreased for some raider armors.
Added some effects like increased damage and skill for some armors and increased the armor resistance of merc's armor to 18.
The agility penalty of metal armor is changed to a sneak penalty of 10
The sneak of Recon armor is increased to 15
