Increases the accuracy of sniper rifles outside of VATS and adds a unique rifle to the game.

This mod increases the minimum accuracy of the sniper rife outside of vats, as well as adding a unique silenced rifle. Pretty simple.
I was tired of the sniper rifle being completely useless as a sniper weapon, and having zero accuracy even at short range. Real sniper rounds don\'t leave the barrel at a 45 degree angle so I decided to fix that.
The Silenced Sniper Rifle can be found in the Megaton armory. It has slightly less damage and accuracy than the unsilent rifles, but it\'s identical to the silenced pistol in regards to stealth. I may update with a better place to put it, if that\'s an issue to anyone.
And yes, the accuracy changes do affect the unique sniper rifles.
