For some reason I cannot understand, the above load order seems to work.
Loading mine last may cause the particle effects to not appear.
If particle effects are not appearing, as happens when forcing weathers in the holotape, then save and reload.
This applies to snow particles which have the same problem.
I'm assuming it is an engine thing and cannot be resolved until someone fixes the underlying issue.
If someone would fix the vanilla bug causing rain to periodically disappear from one side of the player,
we would all be grateful.
