Also, while the floors of the windmill aren't scrappable they do have snap points and can be disabled, if you wish to expand upon them or make modifications.

Installation

To avoid installation errors please read this short guide.

This mod can be added mid-game. Save somewhere far enough away that the Tower's cells aren't loaded before installing.

To unlock the settlement kill the squad of gunners hanging around the area.
