Patch for Wattz 3000 Laser Gun. Some rebalancing and tweaks.
Weapon Changes
Since the new Wattz 3000 MkII uses a "Short Barrel" vs "Long Barrel" update path rather than improved barrels like the vanilla laser rifle I've rebalanced the long barrels to no longer increase the damage compared to the short and moved that to a mix of increased base damage to the weapon as well as improved damage from the receivers. This should make both pistols and rifles equally viable in terms of damage.
Leveled List Changes
These changes requires new save to apply.

Delayed Surprise
The surprise unique will won't show up now until after level 30.
General Tweaks
Made magazines use vanilla meshes with material swap to fix the misaligned inventory image.
Changed the lighting added in Wattz Electronics to be more immersive.
