OVERVIEW
In vanilla Fallout 4, enemy scaling is inconsistent. Enemies tied to early areas become permanently trivial as the player levels past them. Others scale without limit, accumulating health indefinitely until high-level combat becomes a war of attrition against damage sponges.
TRUE - 76 Enemy Scaling: RobCo replaces this system with dynamic scaling inspired by Fallout 76. Enemies scale with your character's level, keeping encounters relevant throughout the Commonwealth. Every enemy type has a defined level cap — once that cap is reached, scaling stops. Enemy health no longer grows without limit.
HOW IT WORKS
Dynamic scaling
Enemies scale with your character's level rather than being permanently tied to the level range of their spawn location. Returning to earlier areas means enemies that would otherwise be trivial remain a meaningful encounter, while differences in danger between enemy types are preserved throughout.
Race-based level caps
Level caps are applied at the race level. Humanoid enemies — Raiders, Gunners, Settlers, and others — share the Human race's cap and stop scaling once they reach it. Creatures have their own race assignments and their own caps. Weaker enemy types reach their cap sooner than more dangerous ones.

Health scaling
Every enemy gains 10 HP per player level, added on top of their base health. The base health difference between enemy variants is preserved at all levels — stronger variants remain distinctly tougher than weaker ones regardless of how far scaling has progressed.
Example — Raider variants at level 75
