What is it? Another "mini-mod" that allows you to craft artillery smoke grenades to signal your settlements with assigned artillery, to blow the place up. You must have completed "Old Guns," in order to craft these Grenades and rank two of "Demolition Expert"
Why? Why not?
Compatibility? Shouldn't interfere with any other mods, unless they add a recipe for Artillery Grenades, even then it'd likely just be two ways to make the same thing.
