Lightweight plan for Sanctuary that caps at 16 settlers and a low build-object total. Starts with jobs for the Quincy 5 and the one settler you get when you turn on your beacon.
Level 0: 6 jobs (Quincy 5 + 1 from intial beacon)
Level 1: 8 jobs, adds caravan and powerplant
Level 2: 13 jobs, adds vendor and caravan rest area
Level 3: 16 jobs, adds communication and additional vendor
Focused on creating a simple, defensible Sanctuary layout, this city plan will slowly close off the wide-open attack vectors of the area and create a safe core for caravans and settlers.
This settlement is self-sufficient for levels 0-2, but will require some imported food at Level 3 to max out needs from high-level recreation and city service plots.
