Remove Health Scaling

Removes health scaling by level, and does no other changes whatsoever.

It's different than unbogus health, which increases health gained by endurance stat, and the player's base health in general.

Ps: It's wise to start a new game, if not, your character and the already spawned enemies will keep their boosted health. As an alternative you can remove all endurance boosted items and use buffout (which when the effect passes, will bring your hp to it's normal unscaled level) and sleep in an interior cell until all enemies reset (30 days  normally, 90 days if in survival).
