The aim is to normalize volume levels across all surfaces for both the player and all NPCs. Only volumes are changed, nothing else.
In total 446 records were were added and/or adjusted. I recommend 75% footstep volume in settings. NPC footstep volume is 60% in vanilla, I've raised it to 75%. ESL marked ESP, won't take up a slot.
