No More Button Hints

This removes the incredibly annoying button hint bar that is always at the bottom of the screen. This removes it from vats, workshop, the pip boy, and everything else. This unfortunately includes the main menu before you get in game, but if you know what the buttons do it's not a big deal. The only one that remains is the perk button hints, which is lucky because those actually contain needed, always changing information.
