Once you have met all the requirements, You will first need to build a Vertibird Defender, To do this simply go to the Workshop, Go to the Minutemen Milita Menu, then go to the Minutemen Defense Menu. From their you will be able to build a Minutemen Vertibird. After it is built, You will be able to aim at it and toggle it to land with the R key.
