Local Leader No Longer Necessary

• []Can establish supply lines between settlements without Local Leader perk.

  []Workstations can be crafted without perks.

  []Tier 1 Stores require Local Leader 1.

  []Tier 2 and 3 Stores still require Local Leader 2, along with any other required perks, as normal.

  Notes:

  • []Supply lines and workstations are pretty much essential features regardless of your character build and shouldn't require such a heavy investment into Charisma. Therefore, this mod.

    []Crafting your own stores is an optional and rather unnecessary feature, and therefore still requires the Local Leader perks.

    []Power Armor Stations normally also require the Armorer perk to craft, but that's been removed too for consistency.

    []Now you can store/save the workstations in Sanctuary at level 1 while using console "scrapall" to speed up new games.
