📋 About This Mod
I found hookers standing around with completely bare breast a bit odd and not desirable with children or significant others around or YouTube videos if you don't want to get censored. Prostitutes should make you pay for a peep show. What I found with FO4Edit is the outfits had bikinis for the cases were no other top was worn but the bikini records were set to not show the bikinis either 15 or 75 percent of the time. So simply changing the bikini records to always include the bikini meant no more completely bare breasts.
I then made two version. Only install one.
The first actually removes the use of the bikinis from the mini dresses that had as much breast coverage as some of the other tops that did not have bikinis. This fixes a problem of sometimes the bikini clipping through the covering mini dress. This one is called "HOTC bikinis patch".
The second version leaves the bikinis on the mini dresses and adds bikinis to some other tops including the half (quarter) shirts that show more than a little "under boob". This version is better if worried about censorship but does cause more clothing clipping. It is called "HOTC more bikinis patch".
I would say this takes the HOTC visuals from R rated to NC-17. If you want to go all the way down to PG-13 I suggest Hookers of the Commonwealth (HotC) Lore-Friendly Clothing Patch

✨ Key Features
📊 Pros & Cons
✅ Pros
- Community-approved with 140 endorsements and over 11k downloads.
- Easy to install—just drop it in your load order.
- Gives you a more modest option for HOTC without losing the mod's content.
⚠️ Cons
- Only works with the Fusion City Rising version of HOTC, so if you're using the base mod, this won't apply.
- Last updated in 2019, so it might not be compatible with newer versions of HOTC or Fallout 4 updates.
- Potential conflicts with other mods that alter the same NPC outfits or body meshes.
For Fallout 4 players who use Hookers of the Commonwealth (Fusion City Rising) but want a less explicit look. If you're fine with the original content, you don't need this patch. Skip if you're using the base HOTC mod, as this patch won't work.
💡 Beginner Tips
- Make sure you have the Fusion City Rising version of HOTC installed, not the base mod, or this patch won't work.
- Place this patch after HOTC in your load order to ensure it overwrites correctly.
- If you use a mod manager like Vortex, let it handle the load order automatically, but double-check that the patch loads after HOTC.
