Should you not have found the Patrolman glasses just go to the Cambridge police station - or the item ID is 001738aa The mod is compatible with Armorsmith Extended, requires AE and AWKCR.
Update: per request there is also a version with +1 PER +2 CHA for the less balanced but more fun gameplay. Use only one.
