TLDR: Bethesda updated the Creation kit, the update caused mods to not work in Fallout4VR. This Solves the issue. Just install this after the original mod and overwrite the file.
Technical Explanation: The header was 0. 95, in the modding tool the header is 1. 0, mods that are created in the modding tool
