Beast Master CIS ini fix

Beast Master - Creature Companion Overhaul has 2 ingestible records:

• []Control Chip

  []Advanced Control Chip

  Problem is, both of these ALCH records have a NULL MGEF, which 4estGimp - M8r98a4f2's Complex Item Sorter Enhancements will tag as and promptly break.

  (BONUS: they also get the IAF serum tag if using that, so you stab yourself when you use them.)

  Not anymore~

  This single ini file contains a rule that simply tells CIS to ignore those 2 records, so the stabbies will stop. :D
