Pretty simple mod.
I've seen a couple other mods with a similar concept, so some points about this particular mod:
1) Affects only run speed.
2) You do NOT have to restart the game. It takes effect as soon as you activate the file.
3) Affects all characters, not just the player. So doesn't give an unfair advantage.
Versions: There are three files (at the moment, more can be added!): One makes you run 25% faster, one 50% faster, and one 75% faster. Activate ONLY ONE at a time, because they can't all work at once, obviously :)
The sound effects of your footsteps speed up as well, so the overall the effect of either speed is pretty realistic. It feels, looks and sounds way more like "running" than the default, which is more like speed-walking in my opinion!
I found only one side effect: If you use melee weapons in VATS on a fleeing enemy, the enemy can often run away before you hit them.
