Talk to \"Zeb\" on the rivet city flight deck, and if you have more than three thousand caps he will give you a \"Mental Transfer Helmet\" Put it on and pick any perk you like. I intentionally made it so you won\'t be able to move while wearing the helmet. You need to unequip it and open and close you pipboy before the perks show up sometimes. I can\'t guarantee that this will work with any mod that adds or edits the perks. And sorry I\'m to lazy to give my npc a voice.
