what this does is it it tricks the game into thinking your running it on an actual windows xp or vista so it can stop crashing every time you start a new game
What I recommend is
1. Install the Windows games exe
2. right click on the shortcut and or exe in the actual file and run them on compatibility mode in anything older then Windows 7
3. Copy and paste my file contents into the correct locations
4. if all else fails there is a mod on nexus that disables fallout from checking to see if you have windows games installed you can download that to bypass the windows game check, but you shouldn't need it
