Council Seat Fix

The unmarked quest Council Seat features the dilemma of having the most useful vendor (Seagrave Holmes) have the worst reward. Siding with Bannon grants you a schematic for the Deathclaw Gauntlet as well as a discount at his shop. However, Seagrave Holmes' general store is a more practical vendor but siding with him only rewards the player with a discount and nothing else. This mod adds another reward by having Seagrave give you a schematic for the Railway Rifle - if one reads his terminal, an entry titled 'Survival Weapon Idea' can be found that goes into detail about developing the Railway Rifle. This gives off the idea that Seagrave was originally going to give you the Railway Rifle schematic in the base game, but was cut for whatever reason.
