Instructions:
1. Backup your regulation.bin from the folder in which your game's .exe is in.
2. Extract the zip file you downloaded and rename the file to regulation.bin
2.paste it in the the folder from where you took out the last regulation.bin file and that's it.
launch the game and you should have more memory slots.
