IOV MOD : More Deploy Soldier

This MOD changes the required slots for all IOV units from 1 to 0. 5, allowing two soldiers use single slot to deploy, similar to SWAT militia. Meanwhile, the SWAT militia's slot requirement has been adjusted from 0. 5 to 0. 25, which means four militia soldiers will now use one slot. Additionally, the unit size of Rangers, CIA, and SWAT in the vanilla game has been expanded: the CIA now operates at a squad-level scale, while Rangers and SWAT have been upgraded to a platoon-level scale, requiring players to recreate their squads.
