Covered Goods Wagon 18 Ton

Adds an 18 ton covered goods wagon to the game. In addition to the standard variant, other variants exist for refrigerated cargo, military cargo, and medical cargo. Multiple liveries are provided for the standard variant: blue, brown, gray, green, and red.
