Leper buff (or rebalance)

UPD 01. 07. 23

Withstand - resist buff, rank1 15% -> 20%, rank2 25% -> 35%.

Monarch - Bash apply Vulnerable. Hew and Break now counts as Chop skills and have -dmg and +dmg from Monarch Path.

Poet - Intimidate ignore Blind, when hit by an enemy have 50% chance to remove all Blind.

UPD 21. 06. 23 Hew and Break now counts as Chop skills and have +dmg from Tempest Path.

List of changes:

Blind on combat start passive -> moved to Tempest Path only

Poet - heal 1 stress when use self heal abilities (actually increase stress heal from Solemnity and Reflection by 1)

Monarch - Combat Start vs Cosmic: +2 spd deleted, now give +80 Debuff resist.

Break buffed

skill rank1 damage 4-7 -> 5-9, now ignore blind tokens when target have combo token from rank1

skill rank2 damage 4-10 -> 6-12.
