SaveMerge allows you to copy characters from one save to another, copy the same character to multiple slots in the same save, and to alter the Steam ID associated with a save in order to load it on your own account without game modification or menu trickery.

Bannability
To the best of my knowledge, moving characters and altering Steam IDs is perfectly safe on its own.
However, many mules and other saves uploaded on Nexus have invalid data such as inconsistent soul memory, impossible key items, etc, which will get you banned regardless.
