For now Zoom Levels and Range bonus can be changed in the mods menu. Up to 200% range and 12x zoom - more than that and sway is unmanageable. SWSC will be your friend here: crank the sway way down on you favorite weapons and scope away!
The default values tries to add some zoom in a modest fashion and no additional range at all. No 10x for pistols or magnification for reflex/holo scopes. But you can do that if your heart desires, I'm not the police.
