CDPR's 1. 5 update added an emissive glow to some of the NPC (Tiger Claws) tattoos, making them glow in the dark in low lighting areas - v2. 1 compatible.
When I first saw it from a distance I thought they'd added one of those gaudy Hawaiian shirts into the game. In my opinion, this made the characters look as if they were constantly illuminated by a black light, and though much easier targets to hit in dark alleys, I preferred it before.
This simply removes it so they look like a normal tattoos again.
